[Mnbird] ID Assist Please

It is my understanding that a large unidentified hawk is a Red Tailed Hawk.

Good afternoon all.  This fine specimen was perched about 3 houses down from us as we returned from our morning walk today and remained calmly preening and looking around for quite a nice length of time.  I was able to see that it had feathered legs when it raised one to scratch itself, so the best guess I had was rough legged hawk?  It appeared quite imposing as it was all fluffed up against the morning chill and we at first thought it was an owl by size until I could grab my binoculars and then camera to get a zoom view.  This was my best photo showing the beak, etc, as some photos had it with a turned head.
