[Mnbird] frigate bird question

I have been to Mazatlán, Mexico, several times, and see what I am guessing are frigate birds.  But even though I have seen them rather close up, when they hang around the fishermen, I have never seen a red pouch, which would indicate a male.  Does anyone know what these birds are?  I have several pictures available.  Thanks for any help.
