[Mnbird] Northern Harrier (St. Paul)

I just had a Northern Harrier hunting in my neighborhood, I've never seen that before in the heart of the City. 
Distinctive v-shaped wings, very long tail and the whitest rump I've ever seen. 
The Blue Jays went crazy with their alarm call, which is what drew my attention to look up. 

Is this an odd time of year to be seeing them?
